From several files to one, in three steps
Drop your PDFs in
Choose several files at once, or drop them anywhere in the panel. Every page appears as a tile, colour-coded by the file it came from.
Arrange the pages
Drag any page to any position, across files. Turn a page, remove one, select several at once. Undo puts anything back.
Merge and download
Name the file, keep the per-file bookmarks if you want them, and save. The merged PDF is built in this tab.
Using the PDF merger
Drop in two or more PDFs and the panel fills with one tile per page. The tile carries its position number, a thumbnail, and a coloured chip naming the file it came from.

The page canvas
This is where the work happens. A click selects a page, a drag moves it, and the toolbar acts on whatever is selected.

The three small buttons on a tile do the same job for one page without disturbing your selection: turn left, turn right, remove.
Reordering, rotating and deleting pages by keyboard
Every action has a key, because a page grid driven only by dragging is slow work at fifty pages.

The Files view
Switch to Files when the pages inside each document are already right and only the documents need shuffling. Each row shows how many of that file's pages are still in the output.
Move earlier, move later
Moves that file, and all of its remaining pages, one place in the running order.
Remove this file
Takes every page of that file out of the output. Undo brings them back where they were.
Add PDFs
Adds more files to the end at any point, without disturbing the arrangement you already made.
Naming, bookmarks and the download
The right column is the output itself: what it contains now, and what it will be called.

How this compares with the tools that rank above it
All four were run on the same two sample PDFs on 13 September 2026: five pages, one of them landscape, 6,066 bytes in total.

floi produced the largest file of the three that completed, and the reason is the one thing it will not do: the samples hold uncompressed content streams, and the rivals rebuild and compress them while floi copies them across untouched. On PDFs that are already compressed, which is nearly all of them, copying costs almost nothing. Across 41 real documents the merged copy was a median of 121 bytes larger than the input, and 99.80% of the total bytes in and out matched.
Your source files are never modified. Merging reads them and writes a new document, so the originals on your disk are exactly as they were.
Full screen and saved settings
Full screen opens the same panel in a focused workspace, with Narrow, Wide and Full in its bar. Done, Escape and your browser's Back button all return to the page with your arrangement intact.
Signed in, your file name and bookmark choice save automatically to your private account. Completed activity records the file count and date. Your PDFs, page order and thumbnails are never included, and never leave the tab.
What it will not do
It merges and arranges pages. It does not edit what is on them, and a few document-level structures do not survive being carried into a new file.
- No encrypted PDFs, and no password prompt. Remove the password in the original app first.
- Bookmarks inside your source files are dropped. The per-file contents list replaces them.
- The tagging and reading-order structure of an accessible PDF is not carried across. The text is identical, but a screen reader falls back to the visual order.
- Links to a named destination inside a source file become inert, because the name table is not copied. Web links and links to a page you kept both still work.
- Two source files with form fields of the same name will share a value in the merged file, as they would in any merger.
- Sixty files, 3,000 pages and 300 MB in one session. Your device may run out of memory first on very large scans.
To cut a document into parts instead, use Split PDF. To sign the merged file, use Sign PDF.
Frequently asked questions
Are my PDFs uploaded anywhere?
No. Your browser reads each file, copies the pages you arranged, and writes the merged PDF locally. Nothing is sent to a server, so the tool keeps working with your connection switched off after the page has loaded.
Can I reorder individual pages, not just whole files?
Yes, and that is the point of the layout. Every page from every file sits in one list, so a page from your third file can be dragged to the front. The Files view is there when you only want to shuffle whole documents.
Does merging reduce quality?
No. Pages are copied rather than redrawn, and each page keeps the content streams and images it arrived with. Nothing is rasterised and no image is re-encoded. Across 41 real PDFs the merged copy was a median of 121 bytes different from the original.
Is there a watermark, a page limit or a daily quota?
None of the three. The panel holds up to 60 files, 3,000 pages and 300 MB at once, and those are memory limits in your own browser rather than a plan. You can merge as often as you like.
Can I merge a password-protected PDF?
Not while it is encrypted. The tool refuses the file rather than guessing at it, and says so by name. Open it in the app that made it, save a copy without the password, then merge that.
Do links and form fields survive the merge?
Form fields and annotations are carried across. A link to a page that is also in your merged file is re-pointed at its new position. A link to a page you left out is made inert rather than sent somewhere wrong.
